In 1984, Edward C. Bickmore, Jr. opened a small consulting business as a solution to the public entity insurance crisis that crippled California in the late 1970s and early 1980s. Incorporated under the name Bickmore & Associates in 1986, the firm managed its first joint powers authorities with the goal of forming a full-service risk management team to assist public entities with managing their cost of risk.
For more than two decades, BRS has focused on building unique and lasting client relationships in both the public and private sector, consistently delivering innovative and unparalleled risk management services.

Edward C. Bickmore, Jr. served 23 years with the US Navy before his retirement in 1970. Through his employment, Ed became affiliated with several joint powers insurance authorities, serving on committees and ultimately assisting with the management of many of these groups.
