Bickmore Risk Services & Consulting (BRS), Citigroup/Smith Barney/Consulting Group, Chandler Asset Management, and PFM Asset Management LLC have joined together to work with public entities in the formation of a joint powers authority (JPA) GASB 45 Investment Trust to provide public entities with the ability to offset their OPEB liabilities through pre-funding.
